On Cloud, no — we manage the SES side for you. On Self-host, yes (for now). SMTP relay is on the roadmap.
Yes. Self-host is always free under the Elastic License 2.0 — you only pay AWS. You can also export your data and migrate at any time.
You can use, modify, and self-host opensend for free, including for commercial purposes. The only restriction is offering opensend itself as a hosted service to third parties.
Self-serve Cloud tiers are monthly so you can move with usage. Annual terms are handled through custom Scale agreements.
